The author, Dr. Theophilus Miebi GBIGBI is a lecturer at the Department of Agricultural Economics and Extension, Delta State University, Asaba Campus, Asaba who had his B.agric, M.Sc and Ph.D in Agricultural Economics and Extension from The Federal University of Technology, Akure and University of Nigeria Nsukka.
