Foreign Policy Management is a responsibility of the Ministries of Foreign Affairs. To promote and protect their national interests, diplomats operate in a precarious global environment - at times with limited financial, human and technical resources. How effective is foreign policy pursuit without adequate funding? Can staff efficacy and rewards be enhanced? Can career and non-career appointments be balanced? Can professional diplomats be made without relevant training institutions? This book, using a case of Uganda Foreign Service, deals with key issues of staff training, resource adequacy and job performance.
