This book is a Finnish Government Senior Civil Servants' reform study. It yields that Leadership, processes do matter a lot in reforming public institutions. The leadership knowledge of reform policy and implementation strategies permit control and direction for successes. Grounded in that enhances leadership communication of the reform, its development of implementation communication [IC] plan. IC is developed from the properties of implementation - understanding, will, capacity building. Through that the reform contents and methods are then enshrined upon the individuals, groups and institution as a whole. Change agents are developed as a result. Leadership by example is demonstrable for subordinate emulation through such processes. Together, implementation communication teases out both the leader and subordinates and to a large extent the governed out of their comfort zones to better and higher performance zones of learning and panic respectively. Leadership reforms must involve all stakeholders and well communicated if it is to yield desired results.
