Consequent upon several scholarly debates surrounding the pragmatic implementation and utilization of excellence theory in organizations, this study uses the Nigeria Police Force as a case in point to investigate how excellent the excellence theory actually is in efficient attainment of organizational goals. Was Grunig justified to advance the excellence theory as a normative theory? As a theory adjudged to be normative, can this principle really work in diverse organizations with their different communication structures? Premised on a two way system of communication, how can excellence theory apply in regimented organizations like the military, police force or other paramilitary agencies where communication is known to be top-down ? Or are there ways through which excellence theory could be adapted in these asymmetrical fields while retaining its symmetrical peculiarities? Are the postulations of the excellence theory attainable in regimented organizations such as the Nigerian Police Force?
