This book constitutes the refereed proceedings of the 17th International Conference on Parallel Computing Technologies, PaCT 2023, held in Astana, Kazakhstan, during August 21-25, 2023. The 15 full papers included in this book were carefully reviewed and selected from 23 submissions.
