'The Evolution and Function of Budgets in the Constitutional Systems of Germany and South Korea. A Legal Comparison of Budget Constitutional Law in Germany and South Korea': The budget in Germany is established in statutory form, whereas in South Korea, it does not follow this procedure. Concerning the legal implications of the approved budget, there is no significant difference between the two countries. However, the distinct approach affects judicial scrutiny. The Korean constitutional amendment aimed at implementing the budget's legal form should address the potential for constitutional review.

Chunghwa Bae studierte Rechtswissenschaften an der Seoul National University in Südkorea und erhielt den Bachelor of Law. Er absolvierte danach ein Masterstudium mit dem Schwerpunkt Öffentliches Recht an der Seoul National University. Nach Bestehen der staatlichen Auswahlprüfung für Juristen 2014 war er Rechtsreferendar am Judicial Training and Research Institute in Südkorea. Seit 2017 war er Rechtsanwalt und von 2017 bis April 2020 beim Justizministerium in Südkorea tätig. Im Sommersemester 2023 erfolgte die Promotion mit einer Arbeit zur Haushaltsverfassung bei Prof. Dr. Christian Waldhoff an der Humboldt-Universität zu Berlin. Die Promotion wurde durch ein Promotionsstipendium des Deutschen Akademischen Austauschdiensts (DAAD) gefördert. Derzeit ist er als Rapporteur Judge im Koreanischen Verfassungsgericht tätig.
