This book discusses the evolution of three national TVET systems at the global frontier, i.e., Germany, Japan, and China, and subsequently draws lessons for Malaysia through chapters on embedding ecosystem, legal institutions, curriculum design, development of technical universities by adapting best practices from the frontier countries, and on industry driven TVET upgrading at the pre-university and university levels. This is also a rare book that makes an incisive comparison of the TVET system in Germany, Japan, China, and Malaysia targeted at preparing strategies. The book presents a unique collection of chapters that draw policy and practical lessons on how Malaysias pathway should be charted in particular, and for developing economies in general. It is also amenable to ordinary persons as it is presented in simple narratives.In addition to drawing critical lessons for policy makers, academics, graduate and undergraduate students, and business managers will enjoy access to significant knowledge on evidence-based TVET issues, including a cogent and potent guide on upgrading TVET systems. Rajah Rasiah is Distinguished Professor of Economics at the Asia-Europe Institute (Universiti Malaya). He obtained his PhD from Cambridge University in 1992. He was awarded the Celso Furtado Prize in 2015 for advancing the frontiers of social science (economics) thought by the World Academy of Sciences, Distinguished Professorship in Economics in 2018 by the Ministry of Higher Education, Malaysia, and the Merdeka Prize by the Merdeka Prize Committee in 2018. He has published extensively on industrial policy, innovations, and institutional topics.Chin Shih Kay is a fast-track PhD candidate at Asia-Europe Institute (AEI), Universiti Malaya under the supervision of Distinguished Professor Dato Dr. Rajah Rasiah. Her research focuses on upgrading Malaysias TVET organisations to the frontier. She also completed an internship under KISMEC for a project aiming to develop a TVET Strategic Implementation Roadmap for Kedah. Beyond her academic work, Shih Kay is the founding president of the AEI Student Club, which she pioneered to foster student engagement, leadership, and academic collaboration.
