The aim of this work is to suggest a strategy for improving e-learning engagement in Egypt. The delivery of this strategy required a deep exploration of the factors which might be affecting the development of e-learning in Egypt. To reach this, a review of literature has been conducted including: what is e-learning and how the adoption process of new technology innovations happens, factors affecting e-learning development, and Egypts status of e-readiness in terms of technological infrastructure; socio-cultural acceptance; economic and financial capability; e-content availability and development; and the institutional-governmental policies regarding e-learning support. These reviews concluded a framework of critical success factors that affects the development of e-learning. As this framework was mainly a theory, a field survey was conducted to verify the validity of this framework. The findings of the field survey gave deep and insightful indications of the samples experiences regarding the use of technology in learning. Based on this a strategy for improving e-learning engagement in higher education in Egypt was introduced hoping towards better higher education accessibility.
