With the widespread availability of sophisticated and low-quality cartoon videos and the prevalence of video sharing websites such as YouTube, Dailymotion, digital videos are playing very important role in day today life. It has been recently seen a revolution in the resolution and quality of digital videos, with reasonably expensive and large in size. There are several image editing tools available for ease of use which have become relatively mature. In contrast, similarly priced digital videos are more difcult to edit than digital images because that videos are noisier of lower resolution. In the same time if we scale the video or try to increase the resolution of video most of the digital videos get blurred and pixelated, because of the quality. On the other hand, with the video editing technology which is rapidly growing in today's context, try to get rid from this digital video quality issues. When consider the quality of a digital video, it is important to make the video independent from the resolution changes. If the video is independent from the resolution, then the user has no issues as pixelation.
