This book constitutes the proceedings of the 22nd IFIP WG 8.5 International Conference on Electronic Government, EGOV 2023, which took place in Budapest, Hungary, during September 5-7, 2023.The 28 full papers included in this book were carefully reviewed and selected from a total of 106 submissions.
