This book constitutes the thoroughly refereed proceedings of the 10th EAI International Conference on e-Infrastructure and e-Services for Developing Countries, AFRICOMM 2018, held in Dakar, Senegal, in November 2018. The 28 full papers were carefully selected from 49 submissions.
