The present study investigates appropriate techniques to estimate, from process level, the relevance of shifting towards a cloud solution. The main output is introduced by giving the framework of process maturity assessment, where costs associated with conformance between process and cloud process model define the rest of concurrent expenses. The proposed methodology is supported and proved by the results obtained from a generated case-study which imitates a real business process. This test-scenario and proposed maturity framework can be applied by organizations as guidelines for cloud process maturity assessment. The research is also extended toward the allocation and budgeting of process costs while shifting to the most matured cloud process.
