This two-volume set constitutes the refereed proceedings of the Third International Conference, ISDS 2025, held in Can Tho City, Vietnam, during October 18-19, 2025. The 67 full papers and 2 Short papers included in this book were carefully reviewed and selected from 181 submissions.
