Anatoly T. O. è nato nel 1940 in Ucraina. Dopo l'università ha lavorato in uno degli istituti di ricerca dell'Accademia delle scienze dell'Ucraina. Ha difeso la sua tesi di dottorato nel 1986. Durante 30 anni di lavoro presso l'Istituto di Ricerca ha sviluppato due teorie scientifiche e ha difeso 60 invenzioni.
