This book offers a comprehensive overview and critical analysis of the UK's policy on recruiting international students. It examines changes from New Labour policies under Tony Blair's Prime Minister's Initiative, to more recent Coalition Government policy in the International Education Strategy, which is still in effect under the Conservative Government. The research took a text-based approach to primary research, adopting a critical framework developed by Carol Bacchi ('what is the problem represented to be'?), which has not previously been used in international education policy analysis. It argues that international student policy can be reduced to reasons for and against recruiting international students. In doing so, representations of international students are created which have the potential to affect experiences in higher education.

Sylvie Lomer is Lecturer in Policy and Practice at the University of Manchester, UK, previously in Learning Development at the University of Northampton, UK. A recent graduate of the University of Sheffield Education Doctorate, she is an HEA Fellow with 8 years of experience teaching international students. She is currently researching national branding of UK higher education, and blended learning.
