Debilitating ill-health caused by water-borne diseases lead to prolonged incapacitation and low capability utilization that lead to low income, low wealth creation, low cumulative economic capacity and poverty. Rural community development becoming a reality should depend on wealth creation by a healthy population in a healthy environment. Then the returns earned from labor productivity would not be spent on ill-health but saved and invested in community development. To facilitate the development of their communities, enabling platforms that empower people are required at the grassroots. In this study real transformational development in communities provided with boreholes were noted as many hours spent searching for water ended and time savings invested. Children fully participated in school, and adults engaging in livelihoods resulted in wealth creation and investments for the well-being of households and community development. Boreholes provision is central to the development of communities, therefore government and development practitioners should invest much to provide them to facilitate the continual transformational change in rural communities.
