Elsenhans defines marginality as negative marginal productivity of a significant part of the labour force in an economy with low technological capacities. The paper tries to demonstrate that marginality blocks the adjustment process towards more employment by flexible prices and world market integration. The model tries to show that full-employment cannot be achieved through market mechanisms alone. Development strategies for lifting productivity and income of the poor, as well as increasing local production of basic commodities become an inevitable pre-condition for long-term market growth. Elsenhans concept of marginality is not fundamentally opposed to the liberal market model. The theory does not deny the negative impact of market distortions and it´s implication for authoritarian political systems, bad governance and under utilization of recourses. The concept of marginality treats the aspect of market failure as an additional factor to the liberal diagnosis concerning rents and rent-seeking. The paper tries to give a comprehensive explanation of the economic theory of Elsenhans. So far his contribution to developmental economic has been incorporated only marginally by theory discussion.
