The effectiveness of a project or programme begins with planning which should be done with the early involvement of all the stakeholders. The planning process involves setting goals, developing strategies, outlining the implementation schedules and allocating resources needed for the conduction of the activities so as to achieve the desired outputs, outcomes and impacts (Chaplowe, 2008). For organizations to be able to properly plan there is need for some tools that they can make use of which will also enhance the monitoring and evaluation aspect of the project or programme. The logical framework matrix is one such tool that development practitioners in organizations make use of so as to have a clear articulation of the intended results. The log frame matrix used with the logical framework approach gives a clear indication of what is intended to be done hence giving an indication of what should be monitored and how (Chaplowe, 2008). This book will describe and clarify on how the log frame matrix is used as a monitoring and evaluation tool highlighting, among other issues, its importance in the planning process, setting of indicators.

Mr Mathew Svodziwa is a lecturer at Bulawayo Polytechnic in Zimbabwe. He teaches National Studies. He holds a Master of Social Sciences in Development Studies, Bachelor of Social Sciences (Special Hons) Monitoring and Evaluation and a Bachelor of Arts (Hons) War and Strategic Studies.
