'Souvereignty - Foundation for a Doctrine of Souvereignty of Freedom' Sovereignty provokes much controversy and yet it remains to be the guiding principle of politics. Politicians and also lawyers like to speak of the sovereignty of the people but practice the sovereignty of the state. For the sake of freedom it can only be the sovereignty of the citizens. The term is consequential for national and international law. The German citizens are sovereign by law but factually they are restricted beyond the general limits of sovereignty - not for reasons of occupation but above all by the European integration.
