'Pandemic and State Liability. On the State's Liability for Infection Protection Measures with Economic Consequences': The paper examines the potential of state liability law in handling pandemics. Although the Infektionsschutzgesetz provides for compensation, clear claims are lacking for business closures. Infection protection measures can cause undue economic burdens on that need to be balanced from a state liability and constitutional perspective. Therefore, legislative action is required to maintain its effectiveness during crises while ensuring a fair balance with the sacrifices of those affected.

Anna Katharina Lintz studierte von 2014 bis 2020 Rechtswissenschaft an der Ruprecht-Karls-Universität in Heidelberg mit einem Erasmus-Semester an der Université de Poitiers in Frankreich. Nach der ersten juristischen Staatsprüfung 2020 arbeitete sie als wissenschaftliche Mitarbeiterin am Lehrstuhl für Staatsrecht, Verfassungslehre und Rechtsphilosophie der Universität Heidelberg. Nach der Promotion 2023 begann sie den juristischen Vorbereitungsdienst am Landgericht in Hanau.
