'Extraterritorial Effects of German Constitutional Rights in Multi-Level Human Rights Protection' While the fact that every public authority is bound by constitutional rights is perhaps the most fundamental lesson in German constitutional law, it is less clear if this commitment is limited to domestic actions or if it applies equally beyond the borders. Using arguments from the similar debates on human rights treaties, the author argues that German constitutional rights apply whenever a German public authority acts, regardless of whether or not the action happens on German soil.

Timo Schwander studierte Rechtswissenschaften in Freiburg im Breisgau und Glasgow und war anschließend bis 2017 als wissenschaftlicher Mitarbeiter an der Universität Münster (Lehrstuhl für Öffentliches Recht, insb. Verwaltungswissenschaften, Kultur- und Religionsverfassungsrecht) tätig, wo er 2018 zum Dr. jur. promoviert wurde. Neben dem Referendariat am Kammergericht war er bis 2018 wissenschaftlicher Mitarbeiter an der Humboldt-Universität zu Berlin (Lehrstuhl für Öffentliches Recht, insb. Verwaltungsrecht). Er ist Mitglied der Redaktion des JuWissBlogs und interessiert sich für Fragen des Verfassungs- und Völkerrechts, des Sicherheitsrechts und der Verfassungstheorie.
