Extraterritorial Self-Defence in an Unwilling or Unable State According to recent State practice, a State imperilled by non-State actors is entitled to the use of force within the territory of another State, if the latter is unwilling or unable to constrain the threats these non-State actors pose. The study therefore examines whether the so-called 'unwilling or unable standard' can be considered as part of the existing body of international law, as it puts the ban on the use of force - a peremptory norm of general international law - to a particular test.

Paul D. Lorenz studierte Rechtswissenschaft an der Goethe-Universität Frankfurt am Main. Dort ist er seit 2017 an der Professur für Öffentliches Recht und Rechtsphilosophie von Herrn Prof. Dr. Uwe Volkmann als Wissenschaftlicher Mitarbeiter tätig.
