The book is divided into four chapters. Chapter one examines the National Library Concept. Chapter two examines selected case studies of National Libraries both in the developed and developing countries. The aim is to find out the process by which they were established; what their organizational structures are like; how they are financed and what functions they perform. Chapter three takes a careful look at general library developments in Ghana. It then attempts to seek an answer to the question why the national library could not be established in Ghana in the 1960s despite the well-developed public and university library traditions in Ghana. Chapter four is influenced by the findings of the previous three chapters and the feedback from the questionnaires administered. The gist of the recommendations and conclusions made is that Ghana should have a National Library and Bibliographic Centre which should be wholly funded by the government; This Centre should be established within the context of a National Council on Libraries and Information (NCLI) that should, in fact, serve as the focal point of the library and information system in Ghana.

Kosi Kedem has BA (Hons) degree in History; Postgraduate Certificate in Education; Postgraduate Diploma and Master of Philosophy (MPhil) in Library Studies. He also has a Certificate in Parliamentary Administration from RIPA International, London and a Certificate in Information Management Systems from MDPI, Accra, Ghana.
