In general the employees questioned the effectiveness of the Joint Labor/Management Safety Committee. The purpose of this research was to identify methods to increase that effectiveness. The procedure involved gathering data pertaining to the applied research project's problem questions. In doing so the author developed two survey instruments; one pertaining to internal employees the other to retrieve data from outside the organization.

Tim started his fire service career in 1980 with the City of South Beloit joining the City of Beloit Fire Department in 1988. Tim worked his way through the ranks of Journeyman Firefighter to Assistant Fire Chief. Tim has a Master's degree majoring in Public Administration and is a graduate of FEMA's Executive Fire Officer Program
