This book explores the significance of the post-First World War peace settlement negotiated at Versailles in 1919. Howard Elcock enjoyed a long and distinguished academic career. He taught at the University of Hull between 1966 and 1981 and then Newcastle Polytechnic (now Northumbria University) where he became Professor Emeritus in 1997. Howard Elcock was the author of many books and articles on a wide range of subjects including the Versailles Treaty, local government, political leadership, political behaviour and ethics in public service.
